BJ Penn
PCG Founder and President
BJ hails from Peru, Indiana. He earned his BS from Purdue University and his MS from The George Washington University. He also received certificates in Aerospace Safety from the University of Southern California and in National Security for Senior Officials from the Kennedy School, Harvard University.
Mr. Penn assumed responsibilities as Acting Secretary of the Navy on March 13, 2010. Prior to that, he had the assignment as Assistant Secretary of the Navy starting March 1, 2005. He is responsible for formulating policies, plans and procedures for the effective management of Navy and Marine Corps real property, housing and other facilities totaling 72,500 buildings and 4,484,000 acres of property.
Environmental protection, planning, conservation and compliance both ashore and afloat as well as natural and cultural resource conservation and protection, environmental restoration, and marine resource protection are within Mr. Penn's realm of responsibility. Also included are safety and occupational health for both military and civilian personnel and timely completion of closures and realignments of installations under base closure laws. Mr. Penn is responsible for the Competitive Sourcing program and the U.S.-Japan agreement to realign U.S. Forces in Japan including the relocation of 8,000 Marines and their families from Okinawa to Guam.
